Not long ago, at the national green mine on-site exchange meeting held in Tongling, Anhui, the "Shandong experience" was also recognized.

Mine pressure reduction of nearly 90%

Green mine refers to the mine with ecological environment, scientific mining mode, efficient resource utilization, digitalization of management information and harmony of mining area community. As a major province of mineral resources, the construction of green mines is of great significance to Shandong.

In recent years, Shandong has promoted the economical and intensive use of mineral resources. The number of mining enterprises in the province has been reduced from 11000 in 2005 to 1481 at the end of 2018. In 14 years, the number of mines has been reduced by nearly 90%. However, while "reducing quantity and increasing quality", the phenomenon of emphasizing development over protection, extensive management, wasting resources, and destroying the environment still exists.

In March 2018, the people's Government of Shandong Province issued the implementation opinions on the establishment of a land and resources conservation and intensive demonstration province, which included the construction of green mines into one of the "five major actions" to create a land and resources conservation and intensive demonstration province. It also established a target evaluation and regular notification system, And the evaluation results will be used as an important basis for the annual land use plan allocation, major land and resources projects and fund arrangements.

Shandong also strictly manages mines, bringing green mine construction into the whole process of mine administration and management, and makes it clear that all new mines should meet the requirements of green mine construction, and production mines should meet the standards of green mine construction within a limited time. In addition, the construction of green mines has also been included in the "Advanced Benchmarking" activities of the Shandong Provincial Party Committee and the Provincial Government to continuously improve the level of green mine construction.

At present, all walks of life in Shandong have reached a consensus: the construction of green mines is the only way to realize the transformation and upgrading of Shandong's mining industry and high-quality development, and it is also a concrete action to improve people's livelihood and build a beautiful Shandong.

Large mines will be "green"

In order to promote the systematic project of green mine construction, Shandong Province has issued a series of relevant documents to promote the supply and innovation of relevant systems.

On November 9, 2017, the former Shandong Provincial Department of Land and Resources issued the ''Shandong Province Green Mine Construction Work Plan'' to establish a joint meeting system for provincial and municipal green mine construction departments to coordinate and solve the problems encountered in green mine construction and green mining development. For major problems, it is clear that by the end of 2020, the province's large, medium and small mine green mine construction rates will reach 90%, 80% and 50% respectively.

Until recently, the Shandong Provincial Department of Natural Resources has also studied and formulated a series of documents such as the "Shandong Province Green Mine Construction Management Measures" and "Shandong Province Green Mine Construction Third-Party Evaluation Management Measures (Trial)", which clearly detailed the local government and relevant departments., The division of responsibilities of mining enterprises and evaluation units in the construction of green mines has also made detailed regulations on the requirements, evaluation procedures, supervision and management of third-party evaluation agencies and evaluation experts; the "Technical Requirements for Green Exploration in Shandong Province (Trial)" was formulated to fully implement green exploration.

In addition, Shandong also actively promotes the advanced and typical experience of green mines such as "Pingyin Model" and "Zibo Garden Mine", and supports Yankuang Group, Xinwen Mining, Jining Mining, Zhaojin Mining, Shandong Gold and other enterprises to build green mining groups. Leading role, clear Shandong Institute of Geological Sciences and Shandong Geological Environment Monitoring Station as the province's green mine construction technical support units, strengthen publicity training and technical support services.

The selection of green mines is considered to be the primary work to form a new pattern of green mine construction. It should be used as a benchmark to drive the all-round development of the industry, play an exemplary and leading role, comprehensively improve the regional ecological environment, and promote the high-quality development of mining.

It is necessary to build a long-term mechanism for the development of green mining, such as implementing the policy of reclaiming and revitalizing the existing industrial and mining land for green mines; implementing a tilt from the total control index and resource allocation, so that green mining enterprises have reasonable expectations and strengthen their confidence in construction; exploring the integration of green mine construction into the daily supervision and law enforcement supervision system of mineral resources, and establishing and improving the evaluation index system of green mines.
