As an important raw material for infrastructure, in recent years, with the increase of national investment in infrastructure and the increasingly strict ecological and environmental protection, sand is hard to find in many places. Since last year, many departments of the state have issued a series of policies to promote the healthy and orderly development of the sand and gravel industry and machine-made sand.

And some of the key tasks mentioned in the government work report of the two sessions this year have undoubtedly added a lot of new momentum to the sand and gravel industry, which is gaining momentum. It is understood that the local government special bond of 3.75 trillion billion yuan to be arranged this year will focus on supporting the construction of "two new and one heavy", which not only promotes consumption and benefits people's livelihood, but also adjusts the structure and increases the stamina. Recycled aggregates still need force

With the acceleration of urban construction, especially urban transformation, construction waste has become a difficult problem. In recent years, although the relevant departments of the state have issued some relevant policies, there are still many places that have not fundamentally solved this problem.

"At present, the national construction waste stock has reached more than 20 billion tons, which is the largest part of urban waste." Xu Yanan, member of the National Committee of the Chinese people's Political Consultative Conference and vice mayor of Ningbo City, suggested that we should speed up the reduction, recycling and harmlessness of construction waste disposal, so as to solve the problem of construction waste disposal.

When talking about the outstanding problems in the current construction waste treatment process, Xu Yanan analyzed that from the survey, the most prominent common problem in the process of disposal of construction waste in various places is the low utilization rate of resources, which is mainly caused by the lack of policy guidance, the disconnection of utilization of production and marketing, and insufficient investment in scientific research.

"In order to solve the above problems, all localities must explore the establishment of a long-term mechanism for the resource utilization of construction waste based on their own advantages, so as to realize the standardized management, market-oriented disposal, resource utilization and industrial development of construction waste." Xu Yanan suggested that we should further strengthen policy guidance, introduce relevant laws and regulations on the resource utilization of construction waste, implement mandatory classification and resource recovery of construction waste, and introduce supporting policies in supporting relevant technologies and cultivating relevant enterprises, so as to increase support for enterprises in product sales and land use security.

With regard to the resource utilization of urban construction waste, Hu Youyi, president of the China Sand and Stone Association, believes that after the resource utilization of urban construction waste, recycled aggregates with good quality can be produced to replace some sand and gravel aggregates. it will reduce the mining of raw ore from the source and be conducive to the protection of the ecological environment. At the same time, recycled aggregates can produce permeable bricks, which meets the needs of sponge cities.

"To promote the resource utilization of urban construction waste, technology and equipment are not a problem, the key is to start from the two key links of 'import' and 'export', not only to ensure that construction waste can be concentrated for unified disposal, but also to ensure that the products produced have a market. This requires local governments to introduce relevant policies to support construction waste resource utilization enterprises." Hu Youyi suggested.

In fact, the relevant departments of the state are still issuing relevant policies to strongly promote the resource reduction of construction waste.

On May 8, before the two sessions this year, the Ministry of Housing and Construction issued guidance on promoting the reduction of construction waste (hereinafter referred to as "opinions"). The "Opinions" set the work target. By the end of 2020, the working mechanism for construction waste reduction in various regions will be initially established. By the end of 2025, the working mechanism of construction waste reduction in various regions will be further improved to achieve a discharge of no more than 300 tons per 10,000 square meters of construction waste (excluding engineering muck and engineering mud) at the construction site of new buildings, and no more than 200 tons per 10,000 square meters of construction waste (excluding engineering muck and engineering mud) at the construction site of prefabricated buildings.

The "Opinions" also specifically pointed out that it is necessary to strengthen overall management, improve the working mechanism and policy measures for construction waste reduction, and incorporate construction waste reduction into the local green development and ecological civilization construction system. Local environmental health authorities at all levels should coordinate the establishment and improvement of construction waste management systems, further strengthen construction waste collection, transportation, resource utilization and disposal management, and promote the improvement of construction waste management capabilities. It is necessary to actively guide and support, encourage construction waste reduction technology and management innovation, and support the rapid transformation and application of innovative results. Determine the construction waste discharge limit, and establish the corresponding incentive mechanism for the project of less or zero emission. It is necessary to improve the standard system and speed up the formulation and improvement of relevant standards for the classification, collection, statistics, disposal and recycling of construction waste on the construction site, so as to provide technical support for the reduction work. It is necessary to strengthen supervision and guidance, incorporate the reduction of construction waste into the content of civilized construction, and encourage the establishment of a construction site construction waste discharge publicity system. Implement the construction waste reduction instruction manual, carry out demonstration and guidance of construction waste reduction projects, and promote the exchange of construction waste reduction experience.

With the convening of the two sessions and the suggestions and suggestions of the committee members in the field of construction waste, the reduction, resource utilization and harmlessness of construction waste disposal will accelerate.

The illegal mining of sea sand should be severely punished.

In recent years, with the shortage of sand and gravel, the phenomenon of illegal mining of sea sand in some places has been repeatedly prohibited, which has seriously affected the healthy and orderly development and high-quality development of the sand and gravel aggregate industry, and has also laid major safety hazards for some key projects.

"in recent years, most fishermen have reported that in the waters of Zhejiang, Fujian, and Guangdong, some lawbreakers have used modified large ships to illegally mine sea sand in coastal areas, and the illegally mined sea sand has been sold to Guangdong, Fujian, Zhejiang, and other coastal areas, and it has become increasingly serious. Lin Huazhong, deputy to the National people's Congress and secretary of the general party branch of Aojiao Village, Chencheng Town, Dongshan County, Fujian Province, said that according to the principle of territorial management, all projects involving the use of sea sand should be investigated and supervised, and once found, measures such as confiscation, fines, and order to stop work for rectification should be strictly taken; it is suggested that the standing Committee of the National people's Congress should make corresponding legal amendments to the illegal mining of sea sand in order to better to maintain marine sand.

Lin Huazhong said that there are major security risks in the illegal mining of sea sand: these ships have been concentrated in the waters near the Taiwan Strait for a long time, resulting in serious geological changes in Taiwan's waters. Fishing boats cannot produce in the waters, and the production and life of fishermen in coastal areas have been seriously affected. According to expert analysis, long-term illegal mining of sea sand has led to the deterioration of marine water quality, serious damage to marine ecology, and the inability of fish to inhabit and breed in the area; once the sea sand that has not been desalinated is abused, it will seriously endanger the quality and safety of construction projects; hundreds of ships that illegally mine sea sand are neither registered nor have contact information, are not equipped with safety facilities, and the crew members are not certified to work. These ships have long-term super-wind illegal operations, and there are certain hidden dangers in traffic production safety.

In order to better protect marine ecology and fishery resources, Deputy Lin Huazhong suggested that the State Council should attach great importance to coordinating the strict supervision of relevant law enforcement departments. Establish a special management agency to coordinate relevant law enforcement agencies to strengthen inspections of coastal areas, and increase the crackdown on sea sand piracy; strengthen on-site investigation and supervision of suspicious ships that have docked, and will not tolerate it once verified.

The legal standard system for marine ecological compensation and restoration, the national sea sand resource survey and resource exploration of key sand sources, the preparation of sea sand resource development plans, and orderly start, strengthen the construction and supervision of sea sand utilization standards in the construction field, organize sea sand concrete performance improvement technology and other aspects to strengthen the supervision and rational development of sea sand resources.
