The Guangdong Provincial Government recently issued the "Notice on Accelerating the Promotion of the Province's Land and Space Planning Work" (hereinafter referred to as the "Notice") to explore the planning "blank" system and reserve flexible space for development. It is reported that the scope of land and space planning at all levels in Guangdong Province is the land and sea space within the corresponding administrative area. The overall planning period is 2035, the short-term target year is 2025, and the long-term vision is 2050.
The Circular proposes to speed up the preparation of the provincial land and space master plan, formulate the strategic objectives and overall pattern of provincial land and space development and protection, determine the main functional orientation of counties (cities, districts), decompose and issue various planning indicators, and scientifically design guidelines and control rules for all kinds of space development and protection. Guide the appropriate and orderly development of land and space. Coordinate the protection and utilization of various natural resource elements in the province, clarify the total amount, structure and timing of development and utilization, and strengthen the overall protection, system restoration and comprehensive management of the land and space ecology of Guangdong Province.
The "Notice" requires the comprehensive preparation of city and county land and space master plans, and the preparation of township land and space plans according to local conditions. Coordinate infrastructure layout and corridor control requirements, put forward public service facilities configuration requirements and construction standards, put forward urban and rural landscape shaping, historical context inheritance, water system and green space system construction, "three old" transformation and other planning requirements, arrange the scale, layout and timing of various major platforms, key projects and major projects.
Establish and improve the planning transmission mechanism, clarify the control rules such as land and space zoning access, use conversion, explore the planning "blank" system, and reserve flexible space for future development. Megacities and megacities should put forward the construction requirements of regional coordination key areas such as urban agglomerations and metropolitan areas. The "Notice" proposes to coordinate the construction of the basic information platform for land and space. Integrate all kinds of spatial correlation data at all levels in Guangdong Province, improve the basic information platform of land and space at all levels, coordinate the construction of the "one map" implementation supervision information system of land and space planning in Guangdong Province, and expand the appropriate functions of cities and counties according to their needs. to achieve "one standard, one system and one interface" from top to bottom in Guangdong Province, and form a "one map" of land and space planning in Guangdong Province, it provides information support for the realization of perceptible, learning, good governance and adaptive intelligent land space planning.
The ''Notice'' emphasizes that the provincial-level land and space master plan should basically complete the preparation of the results by the end of this year, and be submitted to the State Council for approval before the end of March 2020; the city and county land and space master plan should be basically completed and submitted for approval by the end of 2020. The preparation of land and space planning at the county level will be advanced simultaneously, and the preparation and approval will be completed before the end of 2020.
