In 2010, Longyan City and Xinluo District decided that the abandoned mining area of Zijinshan should be managed by enterprises under the leadership of the government, and turn waste into treasure through both governance and construction. The specific form is: the government formulates the construction land transfer plan according to the general land use regulations, and the project owner undertakes the comprehensive development of the abandoned mining area land, that is, on the basis of ecological restoration and geological disaster management, realize the first-level development of land, form the usable construction land, and transfer it on an open, fair and just market platform, so as to fill the local finance and feed back the ecological restoration and management of the abandoned mining area.
In 2012, the project plot in the north of Zijinshan Park first started comprehensive management and development. At that time, there were 2842 mu of coal mined-out subsidence area in the north.
Since the start of the project, more than 18 million cubic meters of loose mountains have been cleared, and the ecological circulation system and beautiful landscape have been rebuilt on the damaged mountains, effectively preventing and reducing pollution, and improving the production and living environment of the mining area and surrounding people.
In 2014, the first state-owned construction land use right in the project area was publicly sold. The land type is residential land, covering an area of 101 mu, and the total transaction price exceeds 0.22 billion yuan. This marks the successful implementation of the measures of both governance and construction. The city and district levels have carried out comprehensive planning for the abandoned mines in Zijinshan, creatively developed and utilized mine land resources, and achieved the coordinated development of economic, social and environmental benefits. It has made a useful exploration for the city to carry out ecological restoration and management, save and intensive land use, and has also become a new green business card of Longyan.

At present, two kindergartens, one primary school and one junior high school have been built in the north.
