At the same time, the command center, centering on the strategic action requirements of prospecting breakthrough, has established a prospecting mechanism of "foundation first, exploration follow-up, driving and leading, and achievement sharing" under the overall planning of the Ministry of Natural Resources and the China Geological Survey, focusing on key minerals, bulk minerals in short supply and strategic emerging minerals, conducting in-depth survey of areas of further work value identified in basic geological work, effectively mobilizing social capital forces, and achieving major breakthroughs in prospecting, further improve the national energy resources security capacity. Carrying out forest stock survey is a practical action to master the family background of forest stock in China and to practice the concept of a community of life in mountains, rivers, forests, fields, lakes and grasses. According to the deployment requirements of the notice on carrying out the 2019 national forest stock survey issued by the general office of the Ministry of natural resources (natural resources office letter [2019] No. 1728), the command center has specifically implemented the 2019 national forest stock survey according to the division of responsibilities, and has undertaken the work of sample plot layout, sample plot survey, stock volume calculation, analysis and evaluation, etc. This survey is the first national special survey of natural resources organized and carried out after the establishment of the Ministry of natural resources. It is an important measure to implement the spirit of decision-making and deployment of the Party Central Committee's institutional reform, to serve and support the evaluation and assessment system of ecological civilization construction objectives, and to perform the "two unification" responsibilities of the Ministry of natural resources, which is of great significance.
Under the circumstances of tight investigation time, new work tasks, difficult relationship coordination, large funding gap, and many security risks, they overcame the difficulties and built a three-level quality management system of command center, professional center, and project team. Grassland is an important part of the ecosystem and the source of the main rivers in our country. To protect the grassland is to protect the homeland on which we depend. In order to better protect the grassland and find out the comprehensive vegetation of grassland resources in the country, the 2020 national grassland resources comprehensive vegetation coverage and biomass sample field survey project undertaken by the command center and 13 professional centers was carried out in an orderly manner.
According to the deployment requirements of the investigation and monitoring department of the Ministry of Natural Resources, "to complete the field investigation in northern provinces around August 25 and all provinces in the country before September 30", and according to the working idea of working from north to south, first plateau and then plain, 13 professional centers have invested 163 investigation teams to form an investigation team of 518 people, focusing on the typical sample plots selected for the field investigation of grassland resources, basic vegetation information such as height, coverage, plant name and biomass of plants in the sample square is obtained by setting up grass-irrigation sample square or tall grass-irrigation sample square, and paper forms and survey APP are filled in to record survey data, so as to ensure that the quantity and spatial distribution of comprehensive vegetation coverage and biomass of grassland resources in 31 provinces (autonomous regions and municipalities) in the country are found out.
Through the special investigation of grassland resources, it will provide important basic data services for strengthening the management and ecological protection of grassland natural resources, and also provide important technical support for deepening the reform of grassland ecological civilization system, protecting and restoring grassland ecosystem, and providing basis for the Ministry of natural resources to perform the responsibility of "two unification" and carry out the target assessment of ecological civilization construction.
Construction of a comprehensive observation system for natural resource elements
Landscape, forest, field, lake and grass is a community of life. The lifeblood of human is in the field, the lifeblood of field is in water, the lifeblood of water is in mountain, the lifeblood of mountain is in soil, and the lifeblood of soil is in trees and grass. Only by mastering the first-hand observation data of various elements of natural resources such as landscape, forest, field, lake and grass, etc., can we study the influence of natural resource types, quantity and quality on the structure and function of natural resources, and reveal its mechanism and evolution, only in this way can we realize the unified management and efficient development and utilization of natural resources, and better strengthen the construction of ecological civilization.
As one of the twelve major scientific and technological projects in the "Outline of the Natural Resources Science and Technology Innovation and Development Plan", the importance of the comprehensive observation network project of natural resource elements is self-evident. There must be a team with excellent style and outstanding ability to undertake this task. In October 2019, the General Office of the Ministry of Natural Resources issued a "Letter on Doing a Good Job in Comprehensive Observation of Natural Resources Elements" (Natural Resources Office Letter [2019] No. 1855) to the command center, requiring unity and coordination of the observation and research forces of various units inside and outside the natural resources system, starting demonstration observations in relevant typical areas as soon as possible, and ensuring the online operation and service of the first batch of observation data in 2020, in 2023, a comprehensive observation framework for natural resource elements with a complete index system, reasonable station network layout and basically stable operation will be initially established, and in 2025, an all-weather, all-time, all-element space-to-earth three-dimensional observation capability covering the whole country will be formed.
After receiving the task, the command center, guided by serving the Ministry of Natural Resources to fulfill the responsibility of "two unifications", carried out the top-level design and overall planning of the observation content and spatial layout of the comprehensive observation system of natural resources elements, put forward the overall construction idea of the national comprehensive observation system of natural resources elements, innovated the index system, observation technology method and operation and maintenance management mode, and initially formed a set of technical system to meet the construction of observation system, it has promoted the healthy and orderly development of comprehensive observation. At the same time, an integrated platform for comprehensive observation of natural resource elements has been constructed, with comprehensive observation data of natural resource elements as the main body, and multi-channel integration of natural resource element survey, monitoring and observation scientific data, so as to realize data aggregation, management, thematic application and sharing services.
Up to now, in addition to the two top-level design projects of project planning and deployment, data integration and application services, the three demonstration observation projects of Qinghai-Tibet, Yellow River and Heihe have been successfully implemented, supporting the construction of a national comprehensive observation framework for natural resource elements. The pilot project on the Qinghai-Tibet Plateau has initially established a comprehensive observation system of natural resource elements on the Qinghai-Tibet Plateau, which provides scientific data support for the study of the changes of natural resources such as glaciers and permafrost on the Qinghai-Tibet Plateau and their mutual influence under the background of global climate change. The Heihe pilot project carries out field comprehensive observation and statistical analysis on the background quantity of natural resources in the work area, which provides detailed data for the comprehensive management of resources, land planning, evaluation and early warning of resources and environmental carrying capacity in the work area. The Yellow River pilot project selected typical landscape areas to carry out observation work in the Yellow River Basin, and initially explored the indicators and technical methods of the comprehensive observation system of natural resource elements under the landscape scale of the Yellow River Basin, which provided effective support for the ecological protection and comprehensive management of the Yellow River.
Practicing the New Mission in the Land Space Restoration

The command center has always regarded protecting the ecological environment and strengthening the ecological restoration of the land space as its duty and mission.
Implementation of urban geological survey, support services northeast old industrial base revitalization. The urban geological survey projects were carried out in Mudanjiang and Liaoyang respectively, the geological environment conditions and main ecological environment problems in the main urban area of the city were found out, the environmental quality of shallow groundwater and soil environment were evaluated, the geological structure characteristics of underground space in key urban areas were basically found out, and the suitability of site engineering construction was evaluated, the research on the relationship between Mudanjiang geological work and tourism economy was carried out, the development goal of geological tourism in Mudanjiang area was discussed, and the science popularization scheme of geological and cultural tourism was preliminarily worked out; the hydrogeological survey was used to carry out the work of finding water and drilling wells, and 10 wells were handed over to the station, which solved the problem of safe drinking water for more than 1800 people and effectively alleviated the plight of water shortage of local people.
Implementation of hydrogeological surveys to serve the old revolutionary base areas in southern Jiangxi to overcome poverty. The hydrogeological survey project of Dongjiang-Hanjiang River Basin was carried out in southern Jiangxi and northern Guangdong, focusing on water safety in the basin, and three wells were drilled to solve the problem of local seasonal drought and water shortage. At the same time, in response to the problem of slow recovery of the water environment in the process of controlling the rare earth mine environment by the Xunwu County government, the project team implemented 5 groundwater monitoring in the area of Shangjia Village-Shipai Industrial Park on the basis of existing surface water monitoring. Well, it provides data support for local government decision-making.
The implementation of land quality survey and saline soil improvement, effective support services ecological protection and restoration work. In view of the cultivated land reclamation in the southern protection area of the Daxinganling working area, the project team conducted a comparative analysis of geochemical elements in the land in the human disturbance area (farming area) and non-human disturbance area in the Dobokul protection area, combined with geochemistry and ecological geology, established an ecological geological evaluation system, systematically evaluated the land quality, and put forward rational ecological geological suggestions for the local government to return farmland to forest and grassland. Through the development of the salinization project in southern Xinjiang, and the special cooperation with the Xinjiang Institute of Ecology and Geography of the Chinese Academy of Sciences, the pilot selected wild Yuqian spinach, Suaeda salsa, salicornis, Haloxylon ammodendron and other halophyte herbs and trees in the local severe Salinization area for planting. At present, the seedlings are growing well, with a height of 10cm. After irrigation with wastewater from alkali drainage channels, they have entered a rapid growth period. This achievement has been fully affirmed by the local forestry and natural resources bureau, which will play a key role in the restoration of local saline soil, wind prevention and sand fixation and protection of the "green corridor" in Tarim Basin.
