Sungang Village is located in the southeast of Qingshan Town, Luoshan County, with a total area of about 7.6 square kilometers and 2170 mu of arable land. There are 21 villagers' groups, 739 households and 2780 people in the village.
Since August 27, 2015, according to the arrangement of the Organization Department of the Henan Provincial CPC Committee and the Party Committee of the Henan Bureau of Geology and Mineral Resources, for five consecutive years, the Henan Bureau of Geology and Mineral Resources has successively sent Zhao Yuqiang, vice president of the fourth Institute of Geology and Mineral Resources of the Bureau, Guo Dongxing, and Guo Xiaohua, vice president of the third Institute of Geological Exploration, to serve as the first secretary in the village.
Strengthening the building of grass-roots party organizations is the first major task of the first secretary stationed in the village. The third first secretary of the Henan Provincial Bureau of Geology and Mineral Resources has continuously strengthened the construction of rural grassroots party organizations and grasped the construction of various rules and regulations, making grassroots party organizations a strong fortress to lead poverty alleviation.
April 29, 2017 was a particularly happy day for poor Wu Cunliang. A total of 31 households and 121 people in the village successfully moved into the new buildings built by the relocation poverty alleviation project.
On May 3 of that year, the State Council's Poverty Alleviation Office's special inspection on relocation highly evaluated the construction project: high quality standards, standardized and orderly organization, and comprehensive guarantees in the later period, which truly met the requirements of being able to move, live stably, and get rich. The project has been highly praised by the Provincial Development and Reform Commission, Xinyang City Government, and Luoshan County People's Government, and has become a model project for the county's relocation poverty alleviation project.
In the past five years, the three first secretaries of the Henan Provincial Bureau of Geology and Mineral Resources have actively applied for projects, strived for rural infrastructure construction projects arranged by finances at all levels, and implemented more than 20 poverty alleviation projects to support industrial development, infrastructure improvement, and human settlement environment improvement. Poverty alleviation does not forget to help wisdom. The Henan Provincial Bureau of Geology and Mineral Resources also invested 636000 yuan to build a comprehensive building on the second floor of the village primary school, with a total area of 579 square meters, which completely improved the working and learning environment of teachers and students.
Promoting Industrial Development and Helping Targeted Poverty Alleviation
In 2015, Zhao Yuqiang, the first secretary in the village, filed a file for the identified poor households, and organized the filling of a series of data such as the application form for poor households, the approval form for poor households, the basic information collection form for poor households, the "five clear" form for poor households, the assistance manual, and the understanding card for poor households. At the same time, the production of poverty alleviation color picture on the wall, to create a good atmosphere for poverty alleviation. Zhao Yuqiang also hung the basic situation of the village, the basic situation of poor households, the "one-to-one" paired assistance situation, and the poverty alleviation plan on the wall of the "poverty alleviation war room" in the form of pictures and texts, so as to imperceptibly create an atmosphere of poverty alleviation. This move was highly praised by the leaders of Luoshan County, and the Luoshan County Poverty Alleviation Office used their practices as a model to promote them throughout the county.
In the past five years, in accordance with the requirements of the "Provincial Organs Ten Million Project Poverty Alleviation Plan", 12 branches of the Provincial Bureau of Geology and Mineral Resources and 26 party branches of the bureau's subordinate units have formed assistance pairs with 41 poor households. The relevant departments of the town and the two committees of the village branch have carried out paired assistance with another 116 poor households, achieving full coverage of paired assistance for poor households in the village. The bureau has a high starting point and great strength in helping pairs, with a total of two department-level cadres and more than 20 department-level cadres forming pairs with poor households. Based on the targeted assistance measures for poverty alleviation, entrepreneurship and employment, industrial development, education and training, relocation, and social assistance, formulate effective assistance measures for one household, one policy, and one household with multiple policies.
In 2016, Sun Gang Village's industrial poverty alleviation and household income increase project totaled 800000 yuan, reaching full coverage of 5000 yuan per household. Among them, 35 households started their own businesses (breeding) and the rest took shares in poverty alleviation enterprises with 116 dividends.
They also introduced special poverty alleviation funds from the provincial finance to 2.6 million use for photovoltaic power generation projects, with an average daily power generation income of 900 yuan and an annual income of about 300000 yuan. By the end of 2016, 437 people from 113 households in Sun Gang Village had been lifted out of poverty, and poor villages took off their hats as scheduled.
The Provincial Bureau of Geology and Mineral Resources invested a total of 6.38 million billion yuan in poverty alleviation projects from 2015 to 2019. In 2019, the collective economic income of Sungang Village reached 342900 yuan, the highest level in history. There are 157 poor households and 614 people in the village, and 14 people in 7 households have not been lifted out of poverty. The comprehensive incidence of poverty is 0.50, which is far less than the poverty alleviation standard of 2%.
Promoting the Construction of Migrant Rural Tourism Pilot Villages
The first secretary of the Provincial Bureau of Geology and Mineral Resources in the village worked one after another, taking the construction of beautiful villages and rural revitalization as an important historical mission.
Actively implement the village safe drinking water project. The Provincial Bureau of Geology and Mineral Resources invested 400000 yuan to drill a 350-meter-deep well, which solved the problem of safe drinking water for villagers and irrigation of nearly 1,000 acres of paddy fields and orchards.
First Secretary Guo Dongxing sought national and local policy support to further implement the rural subsistence allowances, five guarantees and temporary assistance systems, implement the government's poverty alleviation, and ensure that the living standards of the poor are higher than the national poverty alleviation standards. The Provincial Bureau of Geology and Mineral Resources invested 250000 yuan to carry out purification, beautification and lighting projects for 2.3 kilometers of the main road in the village. At the same time, the implementation of garbage removal and living environment improvement project, invested 150000 yuan to implement the "three clean-up" project of some village groups to clean up garbage, clear ditches and ponds, and invested 500000 yuan to implement the beautiful Sungang domestic sewage treatment project, creating a good living environment.
Vigorously promote the construction of migrant rural tourism pilot villages. The Provincial Bureau of Geology and Mineral Resources invested 1 million yuan to help develop the village collective economy "Rural Tourism Farmhouse" project, which led to the start of the "Immigrant Rural Tourism Pilot Village", and Sungang Village became the "Immigrant Rural Tourism Pilot Village in Henan Province". Not only that, the Provincial Bureau of Geology and Mineral Resources also hired a professional design company to help formulate the "Rural Revitalization and Development Plan for the Southern Shallow Mountain Area of Qingshan Town, Luoshan County (2018-2022)", which laid a solid foundation for future development. □
