The National Development and Reform Commission and the Ministry of Justice recently jointly issued the "Opinions on Accelerating the Establishment of a Green Production and Consumption Regulations and Policy System.
The Opinions pointed out that since the reform and opening up, especially since the 18th National Congress of the Communist Party of China, my country has issued a series of regulations and policy measures in the field of green production and consumption, vigorously promoting green, circular, and low-carbon development, and accelerating the formation of resource conservation and environmental protection. Production and lifestyle have achieved positive results. However, it should also be noted that the laws and policies in the field of green production and consumption are still not sound, and there are still problems such as insufficient incentives and constraints, and weak operability. In order to speed up the establishment of green production and consumption regulations and policy system, the introduction of the "opinion".
The Opinions put forward clear goals: by 2025, regulations, standards, and policies related to green production and consumption will be further improved, an institutional framework for incentives and constraints will be basically established, and green production and consumption methods will be fully implemented in key areas, key industries, and key links., my country's green development level has been generally improved.
The main tasks proposed in the Opinions include:
Promote green design. Improve the policy mechanism for the implementation of green design. Establish a hierarchical quality control and labeling system for renewable resources, and promote resource reproduction products and raw materials. Improve the list of priority control chemicals, and guide enterprises to use non-toxic, harmless, low-toxic, low-harm and environment-friendly raw materials in the production process. Strengthen the overall planning of standard formulation, strengthen the construction of green standard system, expand the coverage of standards, speed up the revision of relevant standards in key areas, and improve standards and design specifications according to the actual situation.
Strengthen industrial clean production. Strict implementation of cleaner production audit methods, cleaner production audit assessment and acceptance guidelines, further standardize cleaner production audit behavior, to ensure the quality of cleaner production audit. Introduce policies and measures to further promote mandatory cleaner production audits in key industries. Improve the evaluation index system for cleaner production in key industries and implement a dynamic adjustment mechanism. Improve differentiated electricity price policies based on energy consumption and pollutant emission levels, and support enterprises in key industries to implement clean production technology transformation. Formulate incentive policies to support the research and development and manufacturing of cleaner production equipment in key industries.
Development of industrial circular economy. We will improve relevant support policies and promote the circular transformation of existing industrial parks and the circular construction of new industrial parks. Improve the support policies for the comprehensive utilization of co-associated mines, tailings, industrial "three wastes" and waste heat and pressure. Focus on electrical and electronic products, automotive products, power batteries, lead-acid batteries, and beverage paper-based composite packaging materials, accelerate the implementation of the extended producer responsibility system, expand the scope of implementation to tires and other varieties in a timely manner, and strengthen the responsibility of producers for recycling and processing waste products. Establish and improve the green exploration, green mine standards and policy support system. Establish and improve the water-saving efficiency policy mechanism for high water-consuming industries.
Strengthen industrial pollution control. Fully implement the pollutant discharge permit system and strengthen the legal responsibility of industrial enterprises for pollution prevention and control. Accelerate the formulation of feasible technical guidelines for pollution prevention and control, formulate and revise pollutant discharge standards in accordance with the principles of stability, coherence, and controllability, strict environmental protection law enforcement and supervision, achieve full compliance with industrial pollution sources, and encourage enterprises that meet the standards to implement in-depth control. Establish and improve the early warning and emergency response mechanism for ecological and environmental emergencies with clear responsibilities, reasonable procedures, and scientific norms, and establish a post-assessment mechanism for ecological and environmental emergencies. Improve the judicial appraisal work system for industrial pollution and environmental damage, establish and improve the connection and cooperation mechanism between administrative management agencies, administrative law enforcement agencies, supervisory agencies, and judicial agencies, promote the sharing of punishment information and monitoring information in the field of industrial pollution control, and give full play to the public welfare functions of procuratorial agencies. Form a diversified pattern of industrial pollution control.
Promote clean energy development. Establish and improve regulations and policies that are compatible with the large-scale development of renewable energy, and in accordance with the principles of simplification, inclusiveness, stability, and gradual change, make corresponding regulations and policy adjustments in planning, grid-connected consumption, and price mechanisms, and establish and improve Renewable energy power consumption guarantee mechanism. Increase policy support for distributed energy, smart grid, energy storage technology, and multi-energy complementary, and study and formulate standards and support policies for the development of new energy sources such as hydrogen energy and ocean energy. Establish and improve the policy mechanism for clean development and utilization of coal, and accelerate the clean development and utilization of coal from the whole life cycle and the whole industrial chain. Establish a life cycle evaluation mechanism for energy consumption, emissions and costs in energy development and production, trade and transportation, equipment manufacturing, transformation and utilization.
The "Opinions" finally proposed that all relevant departments should accelerate the revision of relevant laws, regulations, standards, and policies in accordance with the division of responsibilities. All regions should combine actual conditions to introduce regulations, standards, and policies to promote green production and consumption in the region, encourage early trials, and do a good job in summarizing and promoting experience. Departments of finance, taxation and finance at all levels should continue to improve support policies in the field of green production and consumption. Propaganda departments at all levels should organize the media to vigorously promote the concept of green production and consumption through various channels and methods, increase the publicity of relevant laws, regulations, policies and measures, build social consensus, and create a good atmosphere.□ (Xinhua)
