Tongling, as a typical resource-based city and a well-known ancient bronze capital of China, of course, its green development concept has attracted the attention of all parties. Of course, its achievements in ecological civilization construction will also reflect the green style of Anhui. This is also the significance of this on-site exchange.
The reporter learned that in recent years, the Department of Natural Resources of Anhui Province, guided by Xi Jinping's thoughts on ecological civilization, firmly established the green development concept of "green water and green mountains are golden mountains and silver mountains", and strictly implemented the "Opinions on Accelerating the Construction of Ecological Civilization", firmly follow the path of ecological priority and green development, and always adhere to the concept of green development throughout the entire process of mineral resources development, utilization and protection.
Under the strong leadership of the Anhui Provincial Party Committee and the Provincial Government and the strong guidance of the Ministry of Natural Resources, Anhui has gradually established a green mine construction work system of three-level joint creation of provinces, cities and counties, enterprise owner construction, third-party evaluation, and social supervision. The work idea of "planning forerunner, standard as the key link, demonstration and guidance, and comprehensive deployment" will fully promote the construction of green mines in the province.
Change the development mode and start the construction pilot
Anhui Province is a large province of mineral resources with relatively complete types and abundant reserves of mineral resources. Over the years, the development and utilization of mineral resources has made positive contributions to promoting the sustainable economic and social development of the province and helping to get rid of poverty. However, the traditional extensive mining method also produces a large number of waste rocks and tailings, and at the same time causes geological disasters such as surface subsidence and landslides, resulting in waste of resources and damage to the ecological environment. It is imperative to change the mining development model, develop green mining and build green mines.
In 2010, the former Ministry of Land and Resources launched the first batch of national green mine pilot work, and the Department of Natural Resources of Anhui Province attached great importance to it, comprehensively grasped the conditions of comprehensive utilization, technological innovation, energy conservation and emission reduction, environmental protection, and mine reclamation, actively organized mining enterprises in the province to declare and establish, promote enterprises to increase investment in energy conservation, emission reduction and green environmental protection, and extensively use new technologies and processes of energy conservation and environmental protection. At present, a total of 33 mining enterprises in the province have been selected into the first four batches of national green mine construction pilot units, and 22 have been included in the national green mine list through on-the-spot verification.
Develop program standards to promote overall implementation
The first is to jointly formulate a construction work plan. According to the requirements of the "Implementation Opinions on Accelerating the Construction of Green Mines" (Land Resources Regulations [2017] No. 4) of 6 ministries and commissions including the former Ministry of Land and Resources and the Ministry of Environmental Protection, the Anhui Provincial Department of Natural Resources, on the basis of full investigation and research, together with the provincial development and reform, Economic and Information Technology, Finance, Environmental Protection and other 11 departments jointly formulated the "Anhui Province Green Mine Construction Work Plan (2017-2025)" to coordinate specific land, fiscal, accelerate the green development of mining transformation, and strive to form a new three-dimensional green mining development pattern of "blooming on the spot, connecting on the line, and connecting on the surface.
Second, the scientific preparation of green mine planning. Adhere to the planning and guidance, and promote the construction of green mines in an orderly manner. In 2018, the preparation of provincial green mine planning was started. Through data collection, field investigation, on-site verification and other preliminary work, the "Anhui green mine planning (2019-2025)" has been completed, which will be released and implemented after further review.
The third is to formulate local standards according to local conditions. Adhere to the green mine construction standards first. In 2018, experts in relevant fields were organized to fully carry out research, drawing lessons from the nine industry standards issued by six ministries and commissions, combined with the actual situation of Anhui Province, three local standards were formulated and issued, namely, the requirements for the construction of green mines in well mining coal mines, the requirements for the construction of green mines in open-pit mining of metal mines, and the requirements for the construction of green mines in underground mining of metal mines, at present, it has been submitted to the Anhui Provincial Market Supervision Administration for approval.
Four is to vigorously carry out green mine publicity and training. Extensively carry out publicity on the concept of green development, and actively organize green mine training activities to ensure that the transformation and development of the mining industry is in place. This year, a provincial-level training course was held in each of the two districts. The heads of the municipal and county natural resources and planning bureaus, the heads of various geological prospecting units, and the heads of some mining enterprises participated in the training. A total of more than 600 trainees were trained. Well-known domestic experts from the China Academy of Natural Resources Economics, the Chinese Academy of Geological Sciences, the University of Science and Technology of China and other well-known domestic experts, from the harmonious coexistence of man and nature, the green development of the mining economy, the intensive and economical use of resources, the transformation and development of new technologies and methods of mining, and the construction standards of green mines Detailed analysis and policy interpretation have achieved good results.
Strict mine selection organization demonstration first
One is the careful deployment of selection. In accordance with the requirements of the "Notice of the General Office of the Ministry of Natural Resources on Doing a Good Job in the Selection of Green Mines in 2019", a special meeting was held in time to study deployment, and detailed requirements for selection were put forward to fully mobilize the enthusiasm of mining enterprises to participate in the creation and declaration of green mines. Local natural resources and planning bureaus have taken active actions, linked up and down, and mining enterprises have responded positively and declared enthusiastically, showing a change from "I want to build" to "I want to build.
The second is to refine the scoring assessment. Carefully study the scoring standards of the Ministry of Natural Resources, and on the basis of full investigation, organize relevant experts and third-party evaluation units to jointly study and formulate selection scoring standards that are in line with the reality of Anhui Province. Due to the tight time and heavy tasks of this selection, the Anhui Provincial Department of Natural Resources first carried out the work without the support of budget funds. Through bidding, it was determined that the 321 geological team of the Anhui Provincial Bureau of Geology and Mineral Exploration, the 815 team of the East China Metallurgical Geological Exploration Bureau, and the Exploration and Research Institute of the Anhui Coal Geology Bureau will undertake the third-party evaluation of the selection of green mines in Anhui Province this year.
Three is a strict review of the report. The foundation of green mine construction in Anhui Province is relatively solid, and the mining enterprises have a high enthusiasm for declaration and a large number of declarations. In view of the limited number of selection places, the local natural resources and planning bureaus have carried out strict examination and control according to the green mine construction standards, and initially identified 102 mining enterprises as the third-party evaluation objects. The three evaluation units have determined the selection and verification list by drawing lots, conducted on-the-spot evaluation, and scored item by item to ensure the quality of the selection.
Four is to promote the demonstration first. In order to eliminate the subjective differences between the three evaluation units, Anhui Province uses the correction coefficient method to correct the scoring scale error of each group, ensuring the fairness and impartiality of the selection and evaluation. A total of 68 mines were selected, including 18 pilot units of four batches of state-level green mines and 50 newly selected mines, which were reported to the Ministry of Natural Resources after online publicity without objection, and passed a spot check by the Ministry of Natural Resources in September 2019.
Fifth, strengthen supervision and management. Adhere to the construction of green mines without a one-shot deal, strictly manage the list of green mines, ensure that the good ones advance and the bad ones retreat, promote mining enterprises to always adhere to the road of green development, and continuously promote the construction of green mines. This year, three original four batches of national green mine pilot units in Anhui Province were removed from the list due to non-compliance with environmental protection requirements, illegal cross-border mining, and insufficient remaining mining years.
Adhering to the concept of green planning work layout
The Department of Natural Resources of Anhui Province will learn from the advanced experience of other provinces, find gaps, make up for shortcomings, strengths and weaknesses, continue to improve the green mine construction and management system, study and form incentive policies for supporting green mine construction, and accelerate the construction of green mines; continue to encourage Green mine list enterprises and people in poor areas to form a community of interests, and create a new mining development model of "saving and efficient, beautiful environment, and harmonious mining land, with more full work enthusiasm, pragmatic and meticulous work style, we will promote the construction of green mines, focusing on the following aspects:
One is to promote the construction of green mining platform. Build a direct declaration data platform for green mine construction network in Anhui Province, and carry out the selection of green mines at the provincial level. The work funds have been initially included in the provincial budget for 2020 and are expected to be completed by the end of June next year.
The second is to formulate provincial management measures. We will study and promulgate green mine management measures that are in line with the actual work of Anhui Province, strengthen the supervision and management of green mine construction, and further stimulate the majority of mining enterprises to take the initiative to build green mines and fulfill their main and social responsibilities.
Third, the promotion of regional awards and compensation methods. Improve the supporting incentive policy system, and timely summarize and promote the effective reward and compensation methods in various places. For example, Tongling City has formulated a municipal green mine creation incentive method. For mines that have completed the task of creating green mines and passed the listing and acceptance of municipal green mines, 200000 yuan will be given a financial reward.
The fourth is to explore ways of development and transformation. Adhere to the coordination of transformation and stable growth, and explore new industrial development models of resource conservation, intensive and recycling, and new ways of mining economic growth. Enrich the means of punishment and restriction, explore the exit mechanism of enterprises that do not meet the standards in 2025, build a long-term mechanism for green mining development, and form a new mining development model that meets the requirements of ecological civilization construction.
