Yang Rongjie's family of 7 people, his wife is physically disabled and cannot engage in heavy physical labor. After being included in the poor households in 2013, the two people's subsistence allowances and the wife's two subsidies for the disabled were solved, which greatly reduced their economic burden. In 2017, he solved two public welfare posts for the family, with an annual income of 12000 yuan, applied for a cattle subsidy of 5000 yuan, applied for a small discount loan of 50000 yuan, and purchased agricultural tractors for production and operation. In 2017, the family was lifted out of poverty. At present, the household has raised seven cattle and operated agricultural tractors, and the days are getting more and more prosperous.

The village has an area of more than 3000 mu of arable land, mainly planting wheat and corn. The income of the people depends on traditional grain planting, animal husbandry and migrant workers. By the end of 2019, the total number of households in the village was 639 with 2483 people.

In March 2013, Jiang Zhiyu, deputy manager of the Property Company of the First Academy of Geography and Mineral Mining, as the first batch of party members and cadres stationed in the village, was limited by living conditions, so he could only temporarily live in the home of the village party secretary at that time to carry out a three-year fixed-point assistance task.

Jiang Zhiyu found that the masses did not understand the poverty alleviation policy, and the masses were not active and active in poverty alleviation. He understood that the change of ideology is the most important link in the current poverty alleviation. By visiting the families of the masses, he learned about the aspirations of the masses and the difficulties existing in the families of the masses through exchanges with the masses, and discussed solutions with the village committee team according to the actual situation, so as to help the masses as much as possible and solve their difficulties. and then promote the emancipation of the minds of the masses.

With the strong support of the unit, he invested 450000 yuan in more than two years to improve the infrastructure in the village, namely, the village committee office building, the cultural activity square and the road hardening project, which significantly improved the infrastructure in the village.

At the same time, he actively strengthened the construction of the village party branch, took the construction of grass-roots organizations as the primary task of the work in the village, in order to do a good job in party building to promote poverty alleviation, organically integrate poverty alleviation and development with the construction of grass-roots organizations, and give full play to the role of grass-roots party organizations as a fighting fortress in poverty alleviation and development.

In-depth visits and investigations, implementation of poverty alleviation plans by household policy

In October 2015, Liu Xiaohui, deputy manager of the property company of the first Institute of Geo-mining, volunteered to be appointed by the party committee of the first Institute of Geo-mining, and became the first secretary of Dashiu Village, Luoning County, Organization Department of Luoyang Municipal CPC Committee.

In June 2017, after accurate identification, the poor households in Dasu Village were re-filed and registered: 138 households with 612 people. Yang Chun's family of 6 people was identified as poor in 2013. In 2017, the village task force applied for a small discount loan of 50000 yuan for Yang Chun, which expanded the scale of cattle raising. With the income from cattle raising, it achieved poverty alleviation that year. At present, his family has more than 20 cattle farmers, with an annual income of about 50000 yuan, and has become a model for getting rich in the village.

Liu Xiaohui won the honorary title of "Excellent Communist Party Member" of Luoning County for three consecutive years. In May 2018, the first Institute of Geo-mining was awarded the honorary title of "advanced assistance unit sent by the city" by the Luoyang Municipal Party Committee, which is a high affirmation of the work of the first Institute of Geo-mining in the village.

All the way is the feelings of the people, all the way is the livelihood of the people. As the first first secretary in the village, Liu Xiaohui recalled working in the village and said emotionally, "Gathering is a fire, scattering is all over the sky. Plan the industrial layout and promote the effectiveness of assistance

In January 2018, Yan Yu, deputy dean of the 13th branch of the first geological and mining institute, was appointed as the second first secretary in the village. Every month, he goes to all the poor families. When he mentioned the basic situation of poor households, he opened his mouth and said it clearly.

Yan Yu combines poverty alleviation with helping the will and helping the intellect. He reprinted 1200 volumes of Luoning County's policy compilation for benefiting farmers and poverty alleviation, so that the poor people can always know what policies they can enjoy.

In terms of employment and poverty alleviation, the rain and dew program has been set up for four short-term education and training sessions (breeding technology training, monthly sister-in-law training, cooking, manual technology training, massage technology training), with about 230 person-times. In 2019, 218 people will apply for a subsidy of 180100 yuan, and 19 poor households will be assisted in applying for a subsidy from the rain and dew program, totaling 48000 yuan.

By the end of 2019, all kinds of industrial projects in the village will be fully covered. Among them, Jinji has 33 poverty alleviation households with 43 people and 35 capital trust income projects, each enjoying a subsidy of 5000~10000 yuan. Guide 32 poor households to develop characteristic planting industries, planting more than 40 mu of sweet potatoes, with a subsidy of 400 yuan per mu.

He actively broadened the development ideas, advocated the development of rural collective economy, and realized the double increase of village collective economy and villagers' income. Publicize and guide the masses to participate in the land transfer project, and more than 800 mu of land has been transferred, with an annual land rent income of 450 yuan per mu. At present, the planting of peony seedlings has been completed, and the company has paid more than 160000 yuan to the masses, effectively liberating the labor force from the land and promoting the increase of the masses' income through multiple channels.

With the efforts of Yan Yu and the former secretary, the operation of grass-roots organizations in Daxu Village has become increasingly standardized, the collective economic income has increased substantially, the characteristic planting industry has achieved initial results, and the income and living standards of the poor have been greatly improved. by the end of 2019, 592 people in 126 households have been lifted out of poverty, and the incidence of poverty has dropped to 0.81 percent, truly achieving poverty alleviation.
